Here is my small list of not too expensive FPGA evaluation and other types of boards that can be used for SDR projects. I am mostly familiar with Xilinx products therefore the list consist mainly of boards based on Xilinx chips.
This handbook is very much targeted at professional applications like mobile basestations equipment, military equipment and so on. But it also has some good overview of SDR basics which also apply for GNSS receivers, so I recommend to take a look at it.
